Filters applied to search results do not apply to downloaded csv

Description

When you apply a filter to the search/browse results in the staff interface and then download a CSV of the search results, the same filter should be applied to the results in the CSV. However, the CSV still shows all the results.

For example, there are 36 total resource results before a filter is applied.

Once a filter is applied, there are only 3 results.

However, the CSV downloaded after the filter is applied still contains all 36 results.

Tried in test site to see if only filtered records appear in downloaded CSV file. Worked correctly.
