MARC importer bug - 520 not importing correctly

Description

The MARC importer is not handling the 520 field (Summary, etc.) correctly.

For 520 fields where indicator 1=2, the data is imported into a general note type instead of scope and content note type. Desired behavior for 520 where indicator 1=2 is to import to a Scope and Contents note. Repeated 520 notes where indicator 1=2 should import to multiple Scope and Contents notes in the order they appear in the original record (similar to the 545 field behavior).

For 520 fields where indicator 1 is {blank, 1}, the data is imported into a general note type. This is fine; chances are such fields are encoded incorrectly and should have indicator 1=2, but that's a data problem that cannot be addressed by the importer.

For 520 fields where indicator 1 is {3, 8}, the importer works correctly, importing in an abstract note / dropping the note entirely, respectively.

Tested on v. 2.7.0.
