As a repository manager, I would like the set Ref ID function in RDE as well as in AS forms

In order to override the automatically generated Ref ID, I would like to be able to set the Ref ID as is possible in the spreadsheet importer in AS 2.8.1. I expect this would look like adding a Ref ID column to RDE and allowing the Ref ID field to be editable in AS forms.
