Use RightsStatements.org Statements in RightsStatements for Resources, Accessions, and Digital Objects

Description

In the Rights Statements module, it would be nice to be a able to choose statements from RightsStatements.org. Further, it would be great if these statements were published on the public interface so that researchers have access to valuable rights statements data.

This needs some background work (i.e. a quick functional specification) before anyone tries to tackle this. Possibly identify community members to take this on.
