For non-admin users, a helpful hint that reads "Please contact your administrator to add additional [ratings/material types/formats/conservation issues]." should appear under "Additional" at the bottom of each section at all times. For admin users, a helpful hint that reads "Manage the additional [ratings/formats/conservation issues] for this repository." should appear at all times. Right now, the hint is only appearing if an additional assessment attribute has already been created and assigned to an assessment, which is not the intended (or tested and approved) functionality.
Dell running Windows 7, using Chrome Version 61.0.3163.100 (Official Build) (64-bit)
It looks to me that some commits from late August may have cancelled out what each other were doing in this area (one added the hint, the other sorted attributes and said to show the hint if at least one additional attribute had been added), so it came to the core code this way. We'll try to get it sorted out.
- If there’s time tomorrow during standup I’d like to ask for some insight/feedback/historical memory on this one. Should be quick/easy to do, but 1. not entirely sure what this is asking for and 2. if there is old code somewhere that did what this is asking for I’d rather not reinvent the wheel.

I’m not seeing these hints as an Admin or Advanced User in 2.8.0 test instance (might be missing something…)
Tested and I was able to see the hints for admin and repository manager
