As an archivist, I would like to associate URI values with controlled vocabulary terms.
Description
In order to supplement exported EAD files and support conversion to linked data, I would like to be able to record controlled terms as URIs (e.g., MARC relator term of "actor" to be exportable as http://id.loc.gov/vocabulary/relators/act). Institutions should then be able to choose whether to export these values as EAD 2002 or EAD3 element attributes.

, I agree--gathering community feedback would be a great idea. The list above was meant to be examples, and do not necessarily represent best practice. This might also be a useful exercise in identifying vocabularies that should be established with URI values.
The Dev Pri team thinks we need some community support/input for the controlled vocabs and specific actionable items before moving forward with this.
This generally looks good to me, although I'm not sure about the necessity of the rights portions.
I'd also like to add that it'd be great to have external identifiers in certain models (topics, agents).
I'd recommend getting community input on these vocabs and passing afterwards.
