As an archivist, I would like to have a way to merge Top Containers on the Manage Top containers screen

Worked for me as an admin user-- everything listed in Lora’s 11/13/19 comment [except the additional confirmation pop-up as referenced in 11/15/19 comment]. As archivist user, no option for Bulk Operations within Top Containers [but that seems right based on permissions].

This has now been merged into the core code and is available for testing on the regular test.archivesspace.org test server.

Confirmed working in regular test.archivesspace.org test server, includes confirmation pop-up for merging containers. Worked as Admin.
