Color and contrast issues with staff interface for accessibility

Description

There may be existing accessibility recommendations from SIEWG, but it seems like this most recent current of ArchivesSpace seems to have more noticeable contrast issues in the staff interface. Using the WAVE Chrome plug in, I got the following results of an accessibility audit:

  • Currently, the text for links/menus is a darker grey on a grey background, which turns to black a mouse hovers over it. Perhaps instead the font could go bold and have the default be black on grey?

  • The question icon is a lighter grey on grey, which is nearly impossible to see.

  • The staff interface main page is missing a h1 heading and the SI broadly is really difficult for a screen reader to navigate coherently because of the lack of headings in each view

- we are in the process of making a number of changes related to this. The test branch for just the accessibility changes is at http://accessibility.lyrtech.org/staff/.
