Partially-constructed citation always appends URL and Access Date

Description

For Partially-constructed citation notes, it seems that both the default URL and current Access Date are always appended to the end of the note. It seems best to allow these two pieces of data to be excluded as needed.

In particular, if the institution is using a DOI or some other permanent URI service, and putting that value into a Preferred Citation, forcing the regular resource URL to be disclosed along with the permanent one is confusing and can defeat the purpose of a PURL/DOI/etc.
