Reorder mode loses selection depending on where you "place" it

Much of this ticket’s concerns were already addressed before my work started in March 2023. The latest PR for this ticket addresses the remaining two outstanding concerns herein:
the a11y color contrast violation of the drag handle
the ability to drag a record row from anywhere on the row not just the drag handle

@Brian Zelip The major work on reorder mode happened in 2017, and there haven’t been many changes since then (aside from the inadvertent introduction and then fixing of a bug when some larger accessibility work was happening in 2021). So while reorder mode definitely has overall issues, some specifics in the original description and comments here are probably misunderstandings or flukes.

@Christine Di Bella regarding the first concern here at ticket creation in Feb 2020, 'if you "drop" the selection on top of the destination's textured far-right area, it instantaneously loses your entire selection.'.
It is then observed as fixed in June 2020.
I don’t see any work in the first half of 2020 on the related files that would have addressed the issue of where a selection can be dropped:
Can you recall any explicit work on this matter around then?
If not, perhaps that particular part of this ticket was just a one-off fluke / false positive?

After discussing with Dev. Pri. - as the reporter of this ticket, I would like to be able to click anywhere on the Archival Object (just not the textured area) to select and move it to uts new location. By being able to click anywhere on the AO line, it removes the need to have the textured area, unless we want this as a feature to remind people that we are in the Reordering Mode. If so, the textured area needs to have stronger visual contrast. If not, it can be eliminated. Thanks! @Daniel Michelson @Randy Kuehn

Update 6/10: it looks like it is half-fixed so far. You still have to click specifically on the textured side area for the particular archival object (do we want that or not?), but now you can click and drag-and-drop it anywhere.
When you are trying to reorder items and drag them to a particular area, if you "drop" the selection on top of the destination's textured far-right area, it instantaneously loses your entire selection. It can be very disappointing if you're trying to do a lot of reordering. You should be able to drag and drop your selection to anywhere in the destination line. It would also be nice if the selected destination line could be bolded or outlined for accessibility.
