Decision was to change the third category to Default Repository Preferences (to distinguish from the middle one, which is preferences for the named user).

Still having trouble understanding what’s happening here. There’s also a problem with the table heading not matching the option selected. Which is Repository and which is User (or what we’ve decided User should be called now)? This appears to be the current state of the menu, which is different from what it was at the time of the comment below.

Unfortunately this still makes little sense since now there are two options with the same name. let’s discuss this when we meet next.

At the December 7, 2021 meeting of Dev/Pri, we discussed this ticket at length and determined that there is currently no functionality to set preferences for all users in an ArchivesSpace instance. The existing Global Preferences are actually global preferences for an individual user, while the existing User Preferences are actually user preferences for an individual user.
We therefore concluded that the resolution of this ticket is to:
Change the name of Global Preferences to “Global Preferences (username)”
Change permission settings so that all users have access to Global Preferences (username)
Change the name of User Preferences to “Repository Preferences (username)”
A new feature request to implement a true global preferences that is equivalent to the existing Repository Preferences is also recommended
I believe we also were going to increase the priority to Major, but that’s not in the notes.

For ArchivesSpace instances with more than one admin, each admin can set different global preferences.
For example, I checked the Show Suppressed Records box in Global Preferences, but the two other admins did not see the checked box in their Global Preferences. Relatedly, it shows separate Global Preferences for all 3 of our administrators in MySQL.
I would think that global preferences would apply to every repository and every user.
