Color and Contrast in PUI Main Navigation Links

Description

The links in the main navigation menu at the top of the page (#007eaf) have insufficient contrast (3.9:1). While this meets the WCAG 2.0 requirement for large text it is not sufficient for normal text, a slightly darker shade of blue such as # 00658e provides 4.5:1 contrast.

Looks like the main nav still fails for AAA normal text. This is with #05538a against a #eee background.

Although the PUI accessibility is much improved there are still some issues that pop up using the WAVE Chrome plug in. There are also a lot of accessibility/contrast issues with the Staff Interface that I hope can be addressed as well.
