Ability to hide published agents that are linked to unpublished resource and accession records

Description

Submitted on behalf of an ArchivesSpace user: As an archivist, I would like for the agent records to not be available in the PUI unless they are linked to a published record. Subject records do not currently display on the PUI if they are only linked to unpublished records, and I would like the same for agent records. I feel that it will be confusing for users who wish to find materials related to a specific agent, if there is not a published record that it links to.

At the March 2, 2021 meeting of Dev/Pri, we decided to close this ticket, since it is reasonable (particularly once the new agents module is available) that institutions will want to have published agents not linked to published records.
