Relabel Print button on PUI to "Download PDF"

Description

Per the Yale Usability study and also from the Usability Subteam, we would like the Print button to be relabeled. "Print" is confusing because when a user pushes the button, it doesn't actually "print" - it creates a PDF. This proposed change would clarify the function.

The original description in the ticket suggested creating technical documentation about how to customize labels and other text in the application. This already exists:

Recommended by Usability team: Change wording to ‘Download PDF’ instead of ‘Print’ to make it more clear that users are downloading content rather than directly printing.
