For all public_interface related issues. 

public_interface_design
For public interface requests/bugs/issues that are user-experience, accessibility, or graphic design related. 

public_interface_code
For public interface bugs that are not design issues, but are rather code issues.

public_interface_needs_discussion
For topics that need to be discussed in the Working Group to figure out what they mean/what is really desired. 

public_interface_phaseII
Edges too close to being about the non-public interface, so not part of this scope unless Angela, Mark & Brian say otherwise.
